India’s decennial population Census, traditionally held every 10 years (with the last completed in 2011), was scheduled for 2021 but delayed indefinitely due to the COVID-19 pandemic and logistical hurdles. A census is vital because it provides the benchmark data for sampling frames in all other household surveys, for planning socio-economic welfare, and for delimiting political constituencies. While census operations are run by the Ministry of Home Affairs, MoSPI relies heavily on this data for economic projections.

Economic metrics like GDP and CPI rely on weighting patterns that reflect how many people live in urban vs rural areas, and how much they consume. For instance, CPI weights are based on consumer expenditure surveys, which are calibrated using population weights from the Census. Without fresh Census data, economic indicators continue to use outdated demographic assumptions, resulting in skewed policies and resource allocation.

The professional autonomy of statistical agencies is a cornerstone of democratic governance. In India, the National Statistical Commission (NSC) was set up in 2005 based on the recommendations of the Rangarajan Commission to serve as an independent statistical regulator. Autonomy ensures that data releases on critical parameters like inflation, growth, and unemployment are dictated by methodological timelines rather than political cycles, maintaining international trust.
